Position Summary:

Zephyr is seeking a highly motivated and experienced Air Quality Project Engineer/Manager to join a team of environmental consulting professionals in Zephyr’s Austin office. This position involves managing small to medium-sized air quality projects and working with teams on larger and more complex environmental projects. The successful candidate will be able to technically support and manage numerous air quality permitting and compliance projects primarily for Zephyr’s clients.

Primary Responsibilities include:

  • Supporting clients in determining applicability of and developing strategies and systems for complying with state and federal air quality regulations
  • Evaluating pre-construction air quality permit needs and managing and preparing applications and documentation for exemption from permitting requirements
  • Calculating emissions and evaluating emissions control technologies
  • Preparing Title V Operating Permit applications
  • Preparing compliance reports
  • Interfacing with EPA, Texas Commission on Environmental Quality (TCEQ) and other federal and state agencies on behalf of clients
  • Working collaboratively with engineering design firms, vendors, subcontractors, and attorneys in support of clients’ needs related to permitting and compliance issues
  • Developing various plans and documents in support of clients’ regulatory requirements (e.g., Operating and Maintenance plans)
  • Performing QA/QC of technical work
  • Advocating for Zephyr’s clients, keeping them informed of pertinent regulatory changes and other issues
  • Managing small to medium-sized projects, tasks, and proposals
  • Developing business for Zephyr by networking, including participating in professional trade associations and attending conferences and tradeshows
  • Supporting business development activities by helping develop internal marketing materials and contributing to technical articles for Zephyr publications
  • Preparing papers and/or presentations for technical conferences or webinars


  • Bachelor’s or higher degree in Chemical or Environmental Engineering or related science
  • A minimum of 5 years of relevant air quality permitting and compliance experience
  • Excellent interpersonal and communications skills including report writing, oral presentations, and direct verbal communication
  • Experience in interpreting and developing compliance strategies for State and Federal air quality regulations
  • A PE certification, dispersion modeling and/or prior environmental consulting experience are considered a plus
  • Follow Zephyr project safety requirements
  • Availability to travel up to 20% of the time
  • Valid Texas driver’s license
